China's environmental monitoring work quality inspection officially started in 2013

China's environmental monitoring work quality inspection officially started in 2013 In order to better understand the local air quality status and implement governance measures, the 2013 China Environmental Monitoring Work Quality Inspection was formally launched. The first batch was divided into 8 inspection teams and went to work across the country. The reporter followed the 6th inspection team to Zhejiang for inspection.

The national inspection was led by the Department of Monitoring of the Ministry of Environmental Protection and the China National Environmental Monitoring Center. The members were composed of experts from the monitoring station and the provinces' environmental air quality and surface water environmental quality automatic monitoring. The inspection focused on the quality of the automatic environmental monitoring. The management situation and the quality of work of the national monitoring environment air and surface water environment automatic monitoring stations.

It is understood that in this inspection, in principle, each province checks 3 cities, checks 1 to 2 national gas control stations in each city, and checks 1 state-controlled water station in each province. Inspecting and implementing the “cross-checking” approach, and in accordance with the principle of experts avoiding checking the province (city), the monitoring department of the Ministry of Environmental Protection shall arrange the inspection team. The air quality experts who were responsible for checking the 6th inspection team in Zhejiang Province were from Shandong and Hunan. Another major feature of this inspection flight inspection. That is, the name of the city to be inspected and the name of the inspection site are not notified in advance, and the inspection time is not notified in advance, and the specific inspection method is not notified in advance.

The Ambient Air Quality Automatic Monitoring Station, located in Zhaohui District, Xiacheng District, Hangzhou City, is one of the 11 state-controlled sites in Hangzhou and falls within the scope of this national inspection. The inspection team first came to the state-controlled site on the 7th floor of the top floor of the floor, making the room only roaring in the 24 hours on weekdays.

In order to introduce the workflow of automatic monitoring instruments and their inspection methods to reporters, Dou Jianping, a senior engineer from Shandong Zibo City Environmental Monitoring Station, took everyone to the top of the building. He told reporters that gas samples were introduced into the monitoring sites through these devices on the roof. For example, gaseous pollutants such as sulfur dioxide, nitrogen oxides, carbon monoxide, and ozone were all collected through a pipeline. The crew then collected these under the pipeline. The gas sample; the sampling device of the particulate matter is passed through a cutter to the lower side. This time it was mainly to check the structure of the sampling head, the cleanliness and the degree of cleanliness in the cutter.

Dou Jianping said these items are only part of the normative inspection of sampling systems.

According to the reporter, the content of the automatic monitoring and inspection of ambient air quality was comprehensive and detailed. From the monitoring point and the standardization of the monitoring project setting, each item has specific requirements. For example, to monitor the integrity of the project settings, two aspects of monitoring indicator settings and instrument monitoring method selection need to be checked. For the first-stage cities that release real-time air quality data, six indicators including nitrogen dioxide, sulfur dioxide, ozone, carbon monoxide, PM 10, and PM 2.5 need to be monitored; in other cities that issue daily air quality reports, the monitoring project needs to include nitrogen dioxide, Sulphur dioxide and PM 10 three indicators. The analytical methods of each indicator monitoring instrument must meet the requirements of the new Ambient Air Quality Standard.

Dou Jianping said that according to the requirements of this inspection, some major parameters should be tested for each device in the automatic air monitoring point. In simple terms, it is to check whether the gas flow rate collected by the sampling system of the instrument is accurate, and whether the standard traceability of the instrument is accurate. At the same time, through the blind sample test, the performance of the instrument and the monitoring personnel's operation and maintenance level of the instrument are also assessed.

The reporter also followed the inspection team to two automatic surface water quality monitoring stations in Zhejiang Province, Fuyang Dongyang Automatic Water Quality Monitoring Station and Xixi Wetland Water Quality Automatic Monitoring Station.

Located in Fuyang City, Fuyang City, the water quality automatic monitoring station, in addition to water collection systems, automatic water quality monitoring stations also includes water distribution units, analysis units and data transmission systems. The water collection system pumps the water sample through the water pump and enters the analysis unit through the water distribution system. Among them, dissolved oxygen, water temperature, pH, turbidity, and electrical conductivity were directly analyzed using sensors, while permanganate index and ammonia nitrogen were sampled after settling. The instrument analysis system automatically monitors every 4 hours and tests 6 times a day. Finally, the data acquisition and transmission system uploads real-time monitoring data to the trustee station and the national monitoring station through the network.

The 6th inspection team expert Ma Chunmei told the reporter that the inspection of the water quality automatic monitoring station included: first, the construction of the station building, the second, the operation of the station building, and the third, the on-site quality control inspection, and the fourth , data transmission. Through inspections, it was found that Jiangsu Province Station and Zhejiang Province are doing a good job in terms of operations. However, further improvement and rectification are needed in the system and some issues.

The reporter was informed that after these inspections were completed, the Monitoring Department of the Ministry of Environmental Protection immediately convened an initial evaluation meeting of experts to listen to the reports and focus on the issues identified. As of now, the official results of the inspection have not yet been formed.
