1. Purpose

3. Specific management content

3.1. Emission management of tailings

3.1.1. The discharge of tailings is responsible for the grinding and flotation workshop of the concentrator. The tailings produced daily are all discharged in the tailings mine at a concentration of 25%.

3.1.1. The maintenance of the tailings conveying pipeline is completed by the machine repair workshop of the concentrator, ensuring that the pipeline is unimpeded, leak-free, and free of fractures, ensuring safe use of the workshop.

3.1.1. The inspection work of the tailings pipeline shall be handled by the full-time inspection inspector of the Jingwei workshop. When there is an abnormality, report to the workshop and record it.

3.2. Inspection management of tailings

3.2.1. The tailings inspection work is carried out by the inspection personnel of the Jingwei workshop. It is responsible for inspections 24 hours a day, and comprehensively monitors the tailings discharge and the safe production of the tailings dam.

3.2.2. The tailings inspector implements a three-shift operation system, and each class is inspected at least 8 times, that is, once an hour, and the inspection log is filled in as required.

3.2.2, inspection focus and precautions

a. The discharge point of the tailings in the reservoir area is even, ensuring the flat surface of the reservoir area is flat;

b. Whether there is any abnormality in the observation line of the saturation line;

c. Whether the dam foundation or the dam body has leakage or cracks;

d. There is no debris in the flood discharge hole, and the flood discharge effect is good;

e. Whether the tailings return water has obvious running and mixing phenomenon;

f. There is no leakage or blockage in the tailings conveying pipeline.

g. Whether there is landslide or landslide in the mountain area around the reservoir area and the flood discharge hole.

3.3. Safety management of tailings dam

3.3.1 Check, repair and dredging the flood discharge facilities before the flood season to ensure the smooth discharge of flood discharge facilities.

3.3.2. Clear the surface floating objects in front of the flood discharge opening. The clear water level observation scale is set in the library to indicate the normal running water level and the warning water level.

3.3.3 When discharging water in the reservoir or greatly reducing the water level in the reservoir, attention should be paid to controlling the flow rate, and non-emergency conditions should not be diminished.

3.3.4 After the flood, the dam body and the flood discharge structure should be comprehensively and carefully inspected and cleaned up, and the problems should be repaired in time. At the same time, measures should be taken to reduce the water level of the reservoir to prevent the occurrence of dam accidents after continuous rainfall.

3.3.5. It is not allowed to set a flood discharge port on the tailings beach surface or abutment. For the tailings reservoir with topographic conditions, a very flood drainage channel can be set.

3.3.6 After the dewatering structure of the tailings pond is deactivated, it must be sealed in time according to the design requirements and ensure the construction quality. Under normal circumstances, it must be blocked at the top of the well or at the tunnel support hole. It is strictly forbidden to block the upper part of the drainage well.

3.3.7. During the operation of the tailings pond, the observation should be strengthened. Pay attention to the variation and distribution of the buried depth of the immersion line of the dam and its escape point, and strictly control according to the design requirements.

3.3.8. During the operation of the tailings pond, if the immersion line of the dam exceeds the control line, the drainage facility shall be added or updated with the approval of the technical demonstration and safety department. The construction of drainage facilities can refer to the “Construction and Acceptance Regulations for Tailings Facilities” and related regulations.

3.3.9. When there are abnormal phenomena such as concentrated seepage, flowing soil, piping, large-area swamping, increased water seepage or water seepage in the dam surface or dam abutment, the following measures can be taken:

a. laying geotextile or natural filter material in the water leakage part, and then pressing the rockfill material to slope the slope;

b. Add drainage facilities to reduce the saturation line.

3.3.10 When the seismic standard of the tailings pond design is lower than the current standard, it must be reinforced. To improve the seismic stability of tailings dams, the following measures can be taken:

a. Adding earth and stone pressure slopes at the foot of the downstream slope;

b. Cutting the slope of the pile;

c. Encrypting the dam;

d. Reduce the water level in the reservoir or add drainage facilities to reduce the immersion line of the dam.

3.3.11. It is strictly forbidden to blast, remove soil and quarry in the reservoir area to avoid the safety hazard of landslide caused by strong earthquake.

3.3.12. It is strictly forbidden to mine tailings within 20 meters before the dam body breaks, so as to avoid water accumulation and threaten the safety of the dam.

3.3.13. It is strictly forbidden to build a house at the upper end of the dam and under the ware. The patrol dam room must be built in a solid place where it is easy to observe and safe and has no hidden dangers, so as to avoid hidden dangers.

3.4. Do a good job in the environmental management of the tailings pond and do a good job of greening as required.
