More than half of China's provinces and cities try out emissions trading

Since Zhejiang Jiaxing took the lead in piloting emissions trading two years ago, this new management model has been sought after by local governments because of its obvious improvement in environmental quality. According to incomplete statistics, so far, China has reached 18 provinces and cities for piloting emissions trading, accounting for more than half of the province's urban areas.
So far, except for the five countries that Zhejiang, Jiangsu, Tianjin, Hubei, and Hunan have ratified, Chongqing, Beijing, Shanghai, Shandong, Guizhou, Liaoning, Heilongjiang, Hebei, Henan, Shanxi, Shaanxi, Sichuan, Yunnan, etc. The local government has also launched pilot projects for emission rights, and the regulatory agencies such as emission trading centers and environmental energy exchanges have been established.
The data shows that although the prices of emission rights trading in different pilot provinces and cities are different, they all show an upward trend. For example, in Hubei Province, when the first emission rights trading began in March 2009, the base prices of chemical oxygen demand (COD) and sulfur dioxide were 2,000 yuan/ton and 1600 yuan/ton, respectively, and they were on December 10 last year. In the four transactions, they reached 34,080 yuan/ton and 9,840 yuan/ton, respectively, and the chemical oxygen demand price increased by 17 times compared to the first transaction. In addition, emissions trading programs and transactions across the country have gradually increased. Of the 915 key enterprises in the first batch of trials in the Taihu Lake basin in Jiangsu Province, 98.5% have achieved online purchase management of emission rights. In 2009, the paid royalties for the discharge of emission rights amounted to 77.394 million yuan. As the first pilot city for polluting emissions trading in Hebei Province, Tangshan City has started the first transaction in August 2009 and has completed 48 emission rights trading transactions with a transaction volume of 21.733 million yuan. The improvement of the environmental quality has also made the pilot provinces and cities feel the charm of the emission rights trading. For example, Chongqing City, which has taken the lead in the exploration of emission rights trading, has completed 402 chemical oxygen demand reduction projects as of the first half of 2010, reducing chemical oxygen demand by 159,800 tons, including a deduction of 12,880,000 tons. Incremental, 31,000 tons of actual emissions. At the same time, Chongqing also completed 454 sulfur dioxide emission reduction projects, reducing 295,400 tons of sulfur dioxide. After deducting a new amount of 193,000 tons, it actually reduced 102,400 tons.
Recently, it has been reported that the "Guidance Opinions on Accelerating the Use of Paid Use of Pollutant Emissions and Emission Trading" jointly drafted by the Ministry of Environmental Protection and the Ministry of Finance is in full swing and is expected to be officially released during the year. This will allow the paid use of emissions rights and transactions to be fully rolled out across the country.
