He recommends a funding model similar to what is seen abroad—40% from companies and 60% from the government—to create a public platform. If Chinese third-party labs can reach this standard and produce reliable, internationally recognized data, foreign companies may eventually entrust them with testing. For example, a well-known domestic research institute recently accepted a cooperation offer from a multinational automaker, showing that progress is possible. Experts argue that the root cause of the problem lies in the weak technological voice of Chinese companies. Many joint-venture parts companies rely on foreign technology, leaving little room for Chinese input. As a result, companies often face long delays and high costs when sending products abroad for testing. To change this, China must enhance its technological capabilities and engage in meaningful technical dialogue with foreign partners. Building stronger technical influence within joint ventures requires sustained effort and practical improvements. Simply relying on government support or upstream companies isn't enough. Parts companies must also find their own growth strategies. Experts believe that developing a multinational procurement system is a long-term goal, not something achievable in just a few years. Currently, the relationship between multinational automakers and their suppliers is stable and mutually beneficial. Breaking through this barrier will require more than just a few years of hard work. Chen Guangzu pointed out that Chinese parts companies still have a long way to go in supporting domestic brands. Even entering the domestic supply chain is challenging for many. However, companies in regions like Zhejiang have shown that export and domestic sales can help improve management and competitiveness.
