Xinjiang's "Twelfth Five-year Plan" will double chemical output value

Xinjiang released the "Safety Development Plan for Chemical Industry in Xinjiang (2011-2015)" on the 5th. During the “12th Five-Year Plan” period, Xinjiang will further increase the quantity and depth of oil, gas, coal, and salt resources processing in the region, extend the oil, gas, and coal industrial chains to the maximum extent and build a number of large-scale chemical projects. Xinjiang will become China's largest oil and natural gas production base, the largest nitrogen fertilizer and potash fertilizer production base, and the country’s important strategic reserve base for crude oil, natural gas and refined oil. The rapid development of chemical parks has gradually become an important carrier for chemical companies.

The document also revealed that during the "12th Five-Year Plan" period, Xinjiang will accumulatively complete 270 billion yuan in fixed assets investment in the chemical industry, and the total output value of the chemical industry will double in 2010 and achieve an average annual growth of 15%.

According to reports, in accordance with the national plan to build China's largest crude oil reserve base in Dushanzi and Shanshan, to build a refined oil reserve base in Urumqi, and to increase the size of existing refineries based on this, by 2015 will form Dushanzi Petrochemical, Wu Petrochemical, Karamay Petrochemical, and Petrochemical's four 10-million-ton large-scale refinery bases.

Based on the four major petrochemical bases of Kuitun-Dushanzi, Karamay, Urumqi and Southern Xinjiang, the petrochemical industrial chain will be extended downstream to process and produce new chemical products such as ethylene, propylene, and aromatic hydrocarbons, as well as supporting fine chemical products. By 2015, 2.05 million tons of ethylene, 600,000 tons of terephthalic acid and 3 million radial tires will be produced.

Relying on Xinjiang's advantages in coal resources, it has introduced a number of large-scale coal chemical projects during the “12th Five-Year Plan” period, and accelerated the establishment of coal-chemical chemical bases in Yili, Zhundong, Ku-bai and He-Ke. By 2015, 8 million tons of new coking coal will be added. Coal urea has a production capacity of 2.6 million tons, dimethyl ether 800,000 tons, coal-made natural gas 60 billion cubic meters, coal-to-oil 3.6 million tons, coal-to-olefin 1 million tons and coal-to-ethylene glycol 1 million tons.

Relying on the advantages of Xinjiang coal and raw salt resources, we will vigorously develop the “coal-electricity-high energy-energy industry integration” and strongly support the development of salt chemical and fine processing industries. Xinjiang's chlor-alkali, calcium carbide and other salt chemicals enter the high-speed development period. During the “Twelfth Five-Year Plan” period, five major salt chemical bases will be completed: Lop Nur, Turpan-Hami, Urumqi-Changji, Shihezi, and Kuqa-Baicheng. 5.7 million tons of polyvinyl chloride and 600,000 tons of sodium nitrate (potassium) will be formed
3 million tons of potash fertilizer production scale.
