Dialysis of the Beijing light-card market: high prices, fewer vehicles, users anxious

As manufacturers struggle to meet the upcoming National IV emission standards, which will be enforced in six months, the Beijing market currently only offers a limited number of gasoline models that comply with the National III standard. These models are scarce, expensive, and have seen sluggish sales. Meanwhile, diesel vehicles continue to face restrictions, with many dealerships either closing down or struggling to maintain operations. “The National IV standard is coming in six months,” said a sales representative at a Beiqi Foton Light Truck 4S store near the Badaling Expressway. “Consumers are either buying cars from the previous batch or waiting for National IV models. Either way, both manufacturers and buyers are on hold. Our sales are mainly based on a small number of pre-approved eco-friendly vehicles.” In the first half of this year, the light truck market was one of the fastest-growing segments in commercial vehicles, with growth exceeding 13%. However, the situation in Beijing is quite different. While the national market shows steady growth, Beijing’s light truck market remains uncertain. Starting January 1, 2007, Beijing will implement the National IV emission standard for diesel light trucks, marking a major turning point for the sector. According to sales staff at Beiqi Foton 4S, most manufacturers are working hard to meet the new National IV standards for both diesel and gasoline vehicles. Currently, only a few environmentally certified models from major manufacturers are available in the Beijing market. The selection of National III-compliant models is limited, and prices have risen significantly. Diesel vehicles are barely on display, and some dealers have shut their doors. Although there are still six months until the implementation of National IV, the Beijing light truck market is already going through a transitional phase. The National III standard, introduced in 2005, served as a temporary measure before the more stringent National IV. This has led to a shortage of models and higher prices, as manufacturers wait for the next standard to take effect. Since 2003, Beijing has implemented Euro II emission standards for new vehicles, allowing manufacturers to adapt and launch models that meet the requirements. From 2003 to 2005, the Beijing light truck market and the national market experienced steady growth. However, the introduction of National III in 2005 created a gap, leading to confusion among consumers and manufacturers alike. Currently, most light trucks sold in Beijing are pre-Environmental Certification models that meet National III standards. Very few models comply with the current standard, especially gasoline vehicles. Sales representatives at Beiqi Futian and Jianghuai dealerships confirm that the majority of vehicles on the market are outdated and not in compliance with the new standards. “Diesel vehicles aren’t allowed to be sold in Beijing, and even gasoline models that meet National III are priced much higher than before,” said a salesperson at Beiqi Futian. “If they don’t meet the National IV standard, we can’t sell them. We’re only selling a few of these models now.” At a nearby Jianghuai dealership, the shop is nearly empty. With high prices and no diesel options, the store is effectively closed. Many users in the freight industry are aware of the situation and are not in a hurry to replace their vehicles. They understand that the future is uncertain and that rushing into a purchase could lead to costly mistakes. “I prefer diesel because it's powerful and efficient,” said Li, who is planning to replace his old Futian light truck. “But Beijing won’t allow it. There are very few compliant models, and the price is thousands of dollars higher than before. I’ll just stick with my current car for now.” Zhang Zhiqiang, a shipping company owner familiar with national vehicle policies, believes the current Beijing light truck market is confusing. Some manufacturers have withdrawn due to the National III standard, leaving only a few expensive options. With National IV coming soon, many consumers are hesitant, causing the market to remain flat. Despite the challenges, diesel light trucks have long been popular for their power and efficiency. However, meeting stricter emissions standards is more difficult for diesel engines than for gasoline ones. If achieving National III is tough, then National IV will be even harder, raising concerns about the future of diesel vehicles in Beijing and beyond. Some manufacturers, like Qingling, have made progress. On June 19th, Qingling launched the 600P model, the first domestic diesel truck to meet National III standards in Beijing. While this suggests a path forward, most manufacturers are still hesitant due to rising costs and uncertain demand. “A manufacturer either meets the National IV standard or exits the Beijing market,” said Zhang, a commercial vehicle researcher. “Beyond technology, the main issue is the price increase caused by higher production costs, which will greatly impact the diesel market.” He estimates that the cost of National III gasoline light trucks has already increased by 5,000 to 10,000 yuan compared to Euro II models. For National IV diesel vehicles, the price increase could be at least 10,000 yuan, posing a significant challenge to the market. Despite these challenges, the national light truck market continues to grow steadily. Major manufacturers like Dongfeng, Futian, Jianghuai, and Qingling have introduced specialized products to target regional markets. The growing demand for urban logistics has made these companies more competitive. Under the National IV standard, manufacturers must address cost and pricing issues to win the Beijing diesel market. The road ahead is uncertain, but the transition to cleaner vehicles remains inevitable.
