At the meeting, Tang Dagang, director of the motor vehicle emission monitoring center of the Ministry of Environmental Protection, stated clearly that on July 1, 2013, the fourth phase emission standard for heavy vehicles (hereinafter referred to as GB17691) will be resolutely implemented, with no possibility of delay. He said that the national IV emission standards will not be postponed. GB17691 has been issued for eight years. According to the schedule established at that time, the country was to implement the five emission standards in 2013, and it is still the national standard. It is obvious that it has been postponed. Therefore, the four emission standards for heavy-duty vehicles will not be postponed, especially if the environmental pressure is very high today.

He said that the Ministry of Environmental Protection differentiated the tolerance of different products to the sulfur content of diesel fuel. At present, there are four products that are both tolerant to sulfur content of 50PPM and tolerated. 350PPM sulfur content of the four products. “The environmental protection catalogue has differentiated this. At present, there are many products that have obtained the national environmental protection catalog. From the experiment, most products can tolerate 350PPM sulfur content, and a few can only tolerate 50PPM sulfur content." Products that can only tolerate sulfur content of 50PPM, the Ministry of Environmental Protection has also made relevant requirements: For example, vehicles running in the urban areas, to ensure that can add 50PPM sulfur content of oil products.

Tang Dagang said that as for the question of when the light diesel engine will be implemented, there is no final conclusion. Since most light diesel engines have poor tolerance to 350 PPM oil, the implementation time of light diesel engines is affected. The Ministry of Environmental Protection is looking for suitable countermeasures. He hopes that the internal combustion engine industry will carefully discuss and submit a unified opinion to the Ministry of Environmental Protection after the meeting will help the Ministry of Environmental Protection to make decisions.
