Chapter 3, “Management,†clarifies the responsibilities and obligations of implementing field inspection agencies, and stipulates the conditions for the management of agricultural machinery field inspectors and the conditions for agricultural machinery on-site inspections.
The scope of application of the Measures includes tractors, combine harvesters, motorized plant protection machinery, motorized threshers, feed mills, transplanters, and rakes. At the same time, taking into account the increase in the number of accidents involving agricultural machinery such as shutters and cultivators in recent years, Article 2 of the Measures specifically stipulates that the provincial competent department of agricultural mechanization may also impose other risks on the safety of personal and property.
