Shaanxi Province has long been a key base for equipment manufacturing in China. During the "First Five-Year Plan," "Second Five-Year Plan," and the "Third Line" construction periods, the state established numerous large-scale manufacturing projects in Shaanxi. Over time, the province gradually developed into a relatively complete industrial system covering general and specialized equipment manufacturing, defense, aviation, and aerospace. Following the release of the State Council's "Several Opinions" on revitalizing the equipment manufacturing industry, Shaanxi saw this as a crucial opportunity to boost its industrial sector.
In recent years, the province has focused on several key areas to promote development. First, it formulated an equipment manufacturing plan under the "Eleventh Five-Year Plan." The province identified eight key sectors, including aircraft manufacturing, aerospace equipment, automotive production, power transmission equipment, construction machinery, CNC machines, communication and electronic devices, and special equipment. Major enterprises such as Xidian, Xifei, and Shaanxi Automobile Group were prioritized, with Guanzhong and Hanzhong regions developed into core manufacturing centers.
Second, policies and measures were introduced to support key industries. Efforts were made to enhance the transformation of scientific and technological achievements, increase investment, and improve financial support for manufacturers. Special investment companies were set up to provide capital and policy backing for growth.
To support the development of China’s large aircraft, Shaanxi strengthened the Yanliang Aviation High-tech Industrial Base. Research was also conducted on 1000 kV high-voltage AC and ±800 kV DC transmission systems to meet national energy needs. Additionally, the province promoted cross-regional reorganization among metallurgical equipment companies to enhance competitiveness.
In terms of technological innovation, the government increased investments in R&D centers and encouraged enterprises to master core technologies through technology absorption, international cooperation, and mergers. It also supported the establishment of research institutions by overseas returnees and foreign enterprises.
To develop clusters, the province encouraged social capital participation in state-owned enterprise reforms and promoted cross-industry and cross-regional reorganizations. This helped build stronger industrial ecosystems.
Talent development was another focus. Universities and vocational schools were strengthened to cultivate skilled workers and technical experts. Training programs were expanded, and efforts were made to improve working conditions and create better incentives for professionals.
Finally, the government emphasized leadership and policy support. A leading group was formed to implement the revitalization plan, coordinate major issues, and ensure smooth project execution. Additional funding was allocated, and preferential policies were introduced to foster a favorable business environment.
