Enhance Independent Innovation and Build Western Equipment Manufacturing Base

Major enterprises such as Xidian, Xifei, and Shaanxi Automobile Group have become central players, with Guanzhong and Hanzhong regions emerging as key industrial clusters. Second, the government has worked on policies to support the development of these strategic sectors. Efforts have been made to enhance the transformation of scientific and technological achievements, accelerate R&D, and improve independent innovation capabilities. Investment companies have been established to provide financial support to manufacturers, while policies have been introduced to encourage research and development. To support China’s large aircraft program, Shaanxi strengthened the development of the Xi’an Yanliang Aviation High-tech Industrial Base. In response to national energy needs, experts are working on advanced power transmission technologies, aiming to gain national support. Meanwhile, efforts are being made to reorganize metallurgical equipment companies across regions to enhance competitiveness. In terms of technological innovation, the government has increased investment in research centers and technology institutions. It encourages companies to acquire core technologies through international cooperation, mergers, and joint ventures. Overseas returnees and foreign enterprises are also encouraged to establish R&D centers in Shaanxi, promoting collaboration between academic institutions and industry. The province is also focusing on building equipment manufacturing clusters by encouraging private investment in state-owned enterprises and supporting cross-industry reorganizations. New groups like the Shaanxi Machine Tool Manufacturing Group and the Electronic Information Industry Group are being formed to promote regional integration. To meet the demand for skilled labor, Shaanxi is strengthening vocational education and training programs. Universities and colleges are collaborating with enterprises to cultivate technical and managerial talents. At the same time, the government is improving working conditions and creating better reward systems to retain skilled professionals. Finally, Shaanxi has established a leading group to oversee the revitalization of the equipment manufacturing sector. The provincial government has pledged an additional 50 million yuan annually for loan discounts and other support measures. Policies on land use, taxation, and investment are being improved to create a favorable environment for industry growth. In conclusion, the implementation of the "Several Opinions" requires more specific guidelines from national authorities. It is recommended that supportive policies, including tax incentives and funding, be introduced to ensure smooth execution. Additionally, historical challenges in old industrial bases should be addressed with targeted support, similar to what was done in the northeast. Finally, better coordination of R&D and production planning is needed to achieve breakthroughs in key technologies during the "11th Five-Year Plan" period.

8. Insulation layer: Insulation layer used to keep the temperature of the heat exchanger stable, usually made of glass wool or polyurethane foam.
