On June 19, the State Council convened a working conference in Xi’an to boost the revitalization of China’s equipment manufacturing industry. The meeting highlighted that this sector is not only foundational but also strategically vital for the country’s long-term development. It emphasized the need to accelerate the modernization of the entire industry, with a specific focus on 16 key areas, including large-scale petrochemical equipment and other critical technological systems.
After decades of growth, China’s equipment manufacturing industry has evolved into a major pillar of the economy, characterized by a broad range of sectors, significant scale, and improved technological capabilities. However, despite these achievements, the overall level of the industry still lags behind global leaders. Key technologies and equipment remain underdeveloped, failing to fully meet the demands of economic and social progress. To address this, the meeting outlined four key tasks to be effectively implemented.
First, it called for stronger leadership and coordination in the revitalization process. This includes leveraging market forces while ensuring better planning and guidance. By utilizing national projects, the government aims to promote the localization of major technical equipment. It also encourages joint efforts between manufacturers and users, as well as the integration of information technology with traditional manufacturing methods.
Second, the conference stressed the importance of implementing major projects to drive industry growth. Priority will be given to developing advanced equipment such as large petrochemical facilities, ships, high-precision CNC machines, and semiconductor production tools. These initiatives aim to achieve independent design, manufacturing, construction, and operation, with a focus on mastering core technologies and system integration.
Third, the meeting emphasized the need to build strong institutional frameworks. This involves reforming enterprises to enhance innovation and competitiveness, restructuring the industry to foster leading companies that combine research, production, and sales. It also calls for the development of engineering firms capable of comprehensive system design and project execution, while improving the overall industrial service system.
Finally, the conference urged the improvement of policies and regulations to support the industry. This includes formulating fiscal, tax, and science and technology policies to encourage domestic equipment use, especially for first-of-a-kind products. The goal is to create a fair market environment that supports the growth of manufacturing companies and promotes sustainable development.
