Ministry of Environmental Protection releases new standards for pollutant discharge in key industries such as cement and nonferrous metals

In order to implement the State Council's Action Plan for Air Pollution Prevention and Control, the Ministry of Environmental Protection and other departments will “reinforce” industrial transformation and upgrading by formulating and revising key industry emission standards.

The relevant person in charge of the Ministry of Environmental Protection said on the 27th that the Ministry of Environmental Protection and the General Administration of Quality Supervision, Inspection and Quarantine issued the "Cement Industry Air Pollutant Emission Standard", "Cement Kiln Cooperative Disposal Solid Waste Pollution Control Standard" and the supporting "Cement Kiln Co-processing Solid Waste Environment" protection technical specifications "and other three criteria, as well as" lead and zinc industry emission standards "and other six non-ferrous metals industry emission standards amendments, particularly the addition of air pollutants emission limits. At the same time, the revision of the "Boiler Air Pollutant Emission Standard" and the "Standards for Domestic Waste Incineration Pollution Control", which are widely supported by the "Air Pollution Prevention Action Plan", are being promoted. The revised draft tightens pollutant emissions. Limits and increased monitoring requirements.

Add special emission limits for atmospheric pollutants

China is a big country in cement production and consumption. In 2012, cement production reached 2.21 billion tons, accounting for 56% of world cement production. While supporting the rapid development of the national economy, the cement industry has also brought serious environmental pollution. According to statistics, China's cement industry's PM, SO2, NOx emissions accounted for 15%-20%, 3%-4%, 8%-10% of the total national emissions, respectively, is a key pollution control industry. At the same time, domestic and foreign experience shows that the use of cement kiln to co-dispose hazardous waste, domestic garbage, contaminated soil, etc. is an important way to effectively dispose of solid waste, but in addition to the production of conventional pollutants, it will also produce heavy metals and dioxins. And other highly toxic pollutants. To this end, it is urgent to issue targeted pollution control standards, standardize management, and control risks.

The person in charge of the Ministry of Environmental Protection said that the air pollutant emission standards for the cement industry were first released in 1985, and were revised in 1996 and 2004 respectively. This is the third revision. “Compared with the current standards, the new standards have expanded the scope of application. In addition to the original cement raw material mining, cement manufacturing, cement products production, the bulk cement transfer station has been added; the air pollutant emission limit has been adjusted, and the special emission limits for atmospheric pollutants applicable to key areas have been increased."

The new standard focuses on improving PM and NOx emission control requirements. In addition, ammonia (NH3) and mercury (Hg) control indicators have been added to strengthen the prevention and control requirements for odor nuisance and heavy metal pollution. Comprehensive consideration of the transformation of denitrification and dedusting facilities in existing enterprises, as well as the national policy requirements for adjusting excess capacity and strengthening air pollution prevention and control.

It is reported that the new enterprise will implement the new standard from March 1, 2014, and the existing enterprise will implement the original standard until the end of the transition period of July 1, 2015.

The person in charge of the Ministry of Environmental Protection stressed that the use of cement kiln to co-dispose solid waste, in addition to the implementation of the "cement industry air pollutant discharge standards", should also implement the "cement kiln co-processing solid waste pollution control standards."

According to estimates, after implementing the new series of pollutant discharge (control) series of cement industry, it is expected that the PM emissions of the cement industry will be reduced by about 770,000 tons from the current 2 million to 2.5 million tons, a reduction of 30.8%-38.5%; NOx emissions will be At present, the reduction of 1.9 million to 2.2 million tons is about 980,000 tons, which is reduced by 44.5% to 51.6%. The annual NOx emissions of the industry are controlled at 1 million to 1.2 million tons, and hydrogen chloride, hydrogen fluoride, heavy metals and dioxins are effectively controlled. Substance emissions, while contributing to reducing greenhouse gas emissions.

Following the thermal power, steel and iron industry emission standards, the release of "cement industrial air pollutant emission standards," the provisions of the special emission limits of air pollutants, released the same period of six non-ferrous metals industry emission standards amendments also added a special Special emission limits for atmospheric pollutants. According to the No. 14 Announcement of the Ministry of Environmental Protection in 2013, the “three districts and ten groups” of 19 provinces (autonomous regions and municipalities), 47 prefecture-level and above cities, new enterprises will implement special emission limits for atmospheric pollutants from the date of implementation of the new standards. Provincial people's governments can expand the scope and requirements for the implementation of special emission limits and increase the prevention and control of air pollution in key areas.

The revision of supporting standards is being promoted

In addition to the above standards, the “Battery Industry Pollutant Emission Standards” and “Tanning and Fur Processing Industry Water Pollutant Emission Standards” were issued during the same period. These two new emission standards have an important role in promoting the emission control of heavy metal pollutants. .

This is responsible for telling reporters that the implementation of the "Boiler Air Pollutant Emission Standards" for the implementation of the "Air Pollution Prevention Action Plan" and the revision of the "Standards for the Control of Domestic Waste Incineration Pollution", which are widely concerned by the public, are being pushed forward. The revised draft is tightened. The pollutant emission limit has been raised and the monitoring requirements have been increased.

At present, the two have passed the technical review and submitted to the Ministry of Environmental Protection for administrative review. In view of the fact that the revision of these two standards has a wide impact on various regions, industries and public life, the Ministry of Environmental Protection has decided to solicit comments on the revised draft for the second time. The time for comments is as of January 15, 2014.
